Corruption in football

We all know what happened in the Italian Serie A last season and the decisions taken after the World Cup 2006 final. I "voted" for a punishment of the clubs involved, despite the fact that i'm a big fan of Juventus. Of course it's sad because the players were betrayed by their own president imo. But these decisions were necessary. Let me also remind you about the corruption scandal hitting Germany a few months before the World Cup 2006. Referees and players got also arrested. Around 2 weeks ago i read an article in the sports category of a Polish news portal. For the last 2 to 3 years there have been scandals about the corruption in the national football federation (PZPN) and in the first 2 leagues. Last year justice decided to do a deep investigation and punish the clubs involved. 1 or 2 years ago the head of the "football mafia" was arrested for paying the referees and some players. So 2 weeks ago 2 clubs in the first league got relegated (one is 10th and the other 14th with 16 clubs in the championship). The investigators are still looking for more proofs concerning other clubs whether it is in the first or the second league. PZPN has also been suspended by the ministry of sports in the beginning of 2007 despite FIFA's refusal of doing so (because politics can't intervene in the sports world). This decision was taken because the president of the Federation didn't want to quit.
So, here are the questions:

Why is EPL so clean? (off-topic example: no racism and no fights in the stadiums) Do you think that referees in France are helping some clubs (example: in the first half of the season there were 3 imaginary penalties against Marseille)? What about Spain (most recent example: imaginary penalty against Real Madrid at Santander and 1 imaginary red card)?
