Ummm in case you haven't noticed, this is pretty much the same all over the world. Dubai is not an exception. In fact, the Gulf Region is doing much better than other countries due to the extra cash they got that got pumped into the banks.

Basically, many projects stopped construction, while others are still running

Lebanon has been protected from the financial disaster so far because of the genius Central Bank Governor Riad Salameh, don't be naive and just throw words cluelessly, give the man the credit he deserves for taking precautions and predicting the economy downfall years before it happened, he took measures that no one thought of.
The Lebanese economy might have been already fucked up but the financial system always has been on the right track despite all the disasters.
